Barcelona Metropolitan Area – AMB
The Barcelona Metropolitan Area (AMB) is the public administration of the metropolitan area of Barcelona, which occupies 636 km² and encompasses 36 municipalities with more than 3.35 million inhabitants. The metropolitan area is a territorial, social, demographic, economic and cultural entity formed during the last century as a product of the growth and connection of urban systems around the city of Barcelona. This is the largest metropolitan conurbation in the western Mediterranean, which generates half of the GDP in Catalonia. The new public metropolitan administration replaces the three entities existing until 2011: Union of Municipalities of the Metropolitan Area of Barcelona, Environmental Agency and Transport Metropolitan Agency. This new AMB rationalises and simplifies the metropolitan governance by creating a single administration.
BARCELONA CITY COUNCIL
Barcelona is governed by a city council formed by 41 city councillors, elected for a four-year term by universal suffrage. As one of the two biggest cities in Spain, Barcelona is subject to a special law articulated through the Carta Municipal (Municipal Law). According to this law, Barcelona’s city council is organized in two levels: a political one, with elected city councillors, and one executive, which administrates the programs and executes the decisions taken on the political level. This law also gives the local government a special relationship with the Spanish government and it also gives the mayor wider prerogatives by the means of municipal executive commissions. The Global Covenant of Mayors is a powerful and historic response to climate change from cities around the world. It is the largest global alliance for city climate leadership, built upon the commitment of over 13,000 cities and local governments. These cities hail from 6 continents and 144 countries. In total, they represent more than 1 billion people. With climate mitigation targets that are projected to collectively reduce global emissions by 5.6 GtCO2 equivalent annually in 2050 compared to a business-as-usual trajectory, GCoM cities are demonstrating that they are already taking action.
INTER-AMERICAN DEVELOPMENT BANK (IDB)
The effects of rapid urban growth combined with the impact of climate change are creating new challenges for cities, which require better usage of information. International Urban and Regional Cooperation – IURC
The International Urban and Regional Cooperation (IURC) Programme, funded by the EU, promotes city-to-city and region-to-region cooperation for sustainable and innovative urban and regional development.
The IURC supports results-oriented partnerships between EU and non-EU subnational authorities. Through thematic workshops, webinars, and advanced cooperation visits, the programme enables local and regional governments to develop and implement pilot projects in collaboration with academic/research institutions, civil society, and business partners—applying the quadruple helix approach.
The current phase focuses on key thematic areas such as sustainable mobility, circular economy, climate adaptation, urban innovation, urban regeneration, and clean energy, fostering collaboration of EU pilot cities and regions with counterparts across Asia, Australasia, and Latin America.

UN-HABITAT
UN-Habitat is the United Nations programme working towards a better urban future. Its mission is to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all.
In October 2016, at the UN Conference on Housing and Sustainable Urban Development – Habitat III – member states signed the New Urban Agenda. This is an action-oriented document which sets global standards of achievement in sustainable urban development, rethinking the way we build, manage, and live in cities. United Cities and Local Governments (UCLG) is the world organization of local and regional governments and their associations, representing and defending their interests on the world stage.
